What makes a camera BABA compliant
The Build America, Buy America Act, part of the Infrastructure Investment and Jobs Act of 2021, applies a domestic content preference to iron, steel, manufactured products, and construction materials used in federally funded infrastructure projects. Cameras and video equipment are manufactured products. Two conditions apply, and WTI products meet both.

WTI performs final manufacturing and assembly at its Ventura, California facility, including in-house electronics and PCBA manufacturing, machining, metal fabrication, assembly, and submersion testing.

WTI certifies that covered products and their bills of materials exceed the 55% domestic component-cost threshold, including the requirements for Federal-aid highway projects obligated on or after October 1, 2026. No waiver is required for a BABA compliant camera from WTI.

What is a BABA compliant camera?
A BABA compliant camera is a manufactured product that meets the Build America, Buy America Act: it is manufactured in the United States, and more than 55% of the cost of its components is mined, produced, or manufactured in the United States. WTI Sidewinder PTZ cameras and Carbon-X fixed cameras meet both requirements.
Does WTI need a BABA waiver?
No. WTI cameras and video products are BABA compliant without a waiver. Final manufacturing takes place in Ventura, California, and domestic component cost exceeds 55%.
Are WTI cameras compliant with the October 1, 2026 requirements?
Yes. WTI certifies that its products meet the manufactured-product requirements for Federal-aid highway projects obligated on or after October 1, 2026, including the U.S. manufacturing requirement and the greater-than-55-percent domestic component cost requirement, under 2 CFR Part 184 and 23 CFR § 635.410.

Which WTI products are BABA compliant?
All WTI camera products, including the Sidewinder (Viper) PTZ camera and Carbon-X fixed-position PoE camera lines with all part numbers, models, configurations, and variants. The Hydra video transcoder (HYDRA265) and WTI PoE injector (WTI-POE-I) are also certified compliant.
Where are WTI cameras manufactured?
At WTI’s facility at 2064 Eastman Avenue, Ventura, California. Electronics and PCBA manufacturing, machining, metal fabrication, assembly, testing, repair, and support are all performed in-house.
Can WTI support an FHWA or FTA submittal?
Yes. Request product-specific documentation and WTI will prepare a letter referencing your agency, project, and part numbers. Notarized copies are available.
